Nonpublic School Grant Funding

1. Initial Notification:
   • Timing: NonPublic schools will be notified of their annual funding allocation when notifications are received from the NJ Department of Education and/or public school district. This typically occurs in late July / early August or as soon as the state provides final allocations.
   • Method: Schools will receive an official notification via email detailing the total amount of funding allocated for the year. This notification will include a breakdown of the funds available for specific categories, such as special education, compensatory education, textbooks, technology, nursing, and security funding.
2. Subsequent Updates: MOESC will provide any updates or revisions to the allocation throughout the fiscal year. If additional funds are received, or if there are changes to the allocation based on state decisions, schools will be notified promptly

To ensure transparency and help schools effectively manage their funds, MOESC offers ongoing support and updates on funding balances. MOESC will send balance updates to the designated contact at each NonPublic school via email. This email will be sent out at the beginning of each month, as per the final day of the prior month.

At the end of the fiscal year, MOESC will provide a NonPublic Report to the school district that reflects all NonPublic expenditures made and the number of students served, on behalf of the school district, throughout the grant funding year. This will allow the public school districts to reconcile and report their spending to the state, and prepare for the next funding cycle.

Title I is a federally funded program designed to support students from low-income families in meeting academic proficiency standards. While funds are allocated to public school districts based on poverty levels, NonPublic schools may also benefit through equitable services provided by the district in which they are located. MOESC is responsible for providing the services, on behalf of the public school district, to the NonPublic school.

Allowable Uses of Title I Funds for NonPublic Schools:

1. Targeted Tutoring & Intervention – Supplemental instruction in reading and math for eligible students.
2. Professional Development – Training and workshops for teachers to improve instructional practices.
3. Supplemental Instructional Materials – Educational resources, technology, and curriculum enhancements.
4. Extended Learning Opportunities – Summer school or after-school programs to reinforce academic skills.
5. Parental Engagement Activities – Workshops and resources to support family involvement in student learning.

Title II is a federal program aimed at improving the quality of education by supporting teacher and principal training and professional development. While Title II funds are allocated to public school districts, NonPublic schools may receive equitable services through the district in which they are located. MOESC is responsible for providing the services, on behalf of the public school district, to the NonPublic school.

Allowable Uses of Title II Funds for NonPublic Schools:

1. Professional Development Workshops – Training sessions focused on instructional strategies, classroom management, and subject-area expertise.
2. Educator Mentoring and Support – Programs that provide guidance and coaching for new or developing teachers.
3. Training in Best Teaching Practices – Evidence-based strategies to improve student engagement, differentiated instruction, and curriculum delivery.
4. Leadership Development – Workshops and resources for school administrators to enhance leadership skills.
5. Technology Integration Training – Support for teachers in using educational technology effectively in instruction.

Title IV provides federal funding to support programs that enhance student achievement and create a safe, well-rounded learning environment. While Title IV funds are allocated to public school districts, NonPublic schools may receive equitable services through their local district. MOESC is responsible for providing the services, on behalf of the public school district, to the NonPublic school.

Allowable Uses of Title IV Funds for NonPublic Schools:

1. Academic Enrichment Programs – Supplemental learning opportunities, such as STEM education, arts programs, and after-school activities.
2. Access to Advanced Coursework – Support for AP courses, dual enrollment, and gifted and talented programs.
3. Support for Safe and Healthy Students – Initiatives promoting mental health, bullying prevention, drug abuse education, and social-emotional learning.

Technology and Innovation Integration – Professional development and resources to enhance digital learning, cybersecurity awareness, and blended learning strategies.

The Individuals with Disabilities Education Act (IDEA) provides federal funding to ensure that students with disabilities receive appropriate educational services. While IDEA funds are allocated to public school districts, NonPublic schools may receive equitable services for eligible students through the local district. MOESC is responsible for providing the services, on behalf of the public school district, to the NonPublic school.

Allowable Uses of IDEA Funds for NonPublic Schools:

1. Specialized Educational Programs – Targeted instruction and intervention for students with disabilities to support their academic and developmental needs.  MOESC provides these services with a combination of certified special education teachers and paraprofessionals.
2. Resource Materials and Support Services – Assistive technology, instructional aids, speech and language therapy, and other related services.
3. Professional Development – Training for educators and staff on best practices for supporting students with disabilities.
4. Consultation Services – Collaboration with child study team and speech specialists to develop effective accommodations.

Chapter 192/193 of the New Jersey State Statutes (N.J.S.A. 18A:46-19.1 et seq. and N.J.S.A. 18A:46A-1 et seq.) provides state funding for eligible students in NonPublic schools to receive essential educational services through their local school district. These funds help support students who require additional academic assistance or special education services to meet their learning needs. The program is administered under the authority of the New Jersey Department of Education (NJDOE) and is implemented in accordance with N.J.A.C. 6A:14 and N.J.A.C. 6A:16. MOESC is responsible for providing the services, on behalf of the public school district, to the NonPublic school.

Allowable Uses of Chapter 192/193 Funds for NonPublic Schools:

1. Compensatory Education Services
   • Additional instruction in reading, writing, and mathematics for students performing below grade level.
   • English as a second language (ESL) also called English Language (EL)  Services
   • Small group or one-on-one interventions to improve academic performance.
   • Instruction provided by certified teachers through MOESC.
2. Supplemental Instruction for Students with Disabilities
   • Individualized or small-group instruction to address specific learning deficits.
   • Support services to enhance educational outcomes for classified students.
   • Services delivered by NJ certified teachers through MOESC.
3. Speech-Language Services
   • Evaluation and therapy for students with speech and language impairments.
   • Development of communication skills to improve academic and social success.
   • Direct services provided by licensed speech-language specialists.
4. Evaluation and Child Study Team Services
   • Initial evaluations and reevaluations for students suspected of having disabilities.
   • Development of Individualized Service Plans (ISPs) for eligible students.
   • Consultation with NonPublic school staff and parents regarding student needs.
   • Direct services provided by licensed child study team specialists.
5. Home Instruction Services 
   • Home instruction services are available for nonpublic school students who are unable to attend school due to “a temporary or chronic health condition or a need for treatment that precludes participation in their usual education setting.”

These services ensure that eligible students in NonPublic schools receive appropriate educational support, allowing them to achieve academic success while addressing their specific learning needs.

New Jersey provides NonPublic School Textbook Aid under N.J.S.A. 18A:58-37.1 to 18A:58-37.7, ensuring students in eligible NonPublic schools have access to instructional materials. This funding is allocated to local public school districts and managed by MOESC. MOESC is responsible for purchasing the textbooks, on behalf of the public school district, for the NonPublic schools.

Allowable Uses of NonPublic Textbook Funding:

1. Textbooks for Core Academic Subjects – Materials for subjects such as math, science, language arts, and social studies.
2. Workbooks and Supplementary Materials – Books that supplement instructional programs when required for student learning.
3. Digital and Electronic Textbooks – E-books and online learning materials, provided they meet eligibility criteria.
4. State-Approved Educational Resources – Texts that align with New Jersey curriculum standards and are secular, neutral, and non-ideological.

All textbooks remain the property of the public school district and are loaned to NonPublic schools for student use. The funding cannot be used for religious, ideological, or non-secular instructional materials.

New Jersey provides NonPublic School Technology Aid under N.J.S.A. 18A:58-37.1 to 18A:58-37.7, ensuring students in eligible NonPublic schools have access to essential technology resources. This funding is allocated to local public school districts and managed by MOESC. MOESC is responsible for purchasing the technology equipment, on behalf of the public school district, for NonPublic schools.

Allowable Uses of NonPublic Technology Funding:

1. Instructional Technology Equipment – Computers, tablets, printers, interactive whiteboards, and other devices used for educational purposes.
2. Software and Digital Learning Tools – Licensed educational programs, productivity software, and learning management systems.
3. Internet Connectivity and Networking – Wi-Fi routers, broadband access, and infrastructure improvements to support digital learning.
4. STEM and Assistive Technology – Robotics kits, coding tools, and assistive devices for students with disabilities.
5. Key Regulations:

• Technology equipment is loaned to students and remains the property of the public school district (N.J.S.A. 18A:58-37.3).
• Funds cannot be used for religious, ideological, or non-secular technology resources (N.J.S.A. 18A:58-37.2).
• The public school district, assigned to MOESC, is responsible for ordering and distributing technology based on requests from NonPublic schools (N.J.S.A. 18A:58-37.4).

This program ensures NonPublic school students have equitable access to technology that enhances learning while maintaining compliance with state laws.

New Jersey provides NonPublic School Security Aid under N.J.S.A. 18A:58-37.8 to 18A:58-37.12, ensuring that students in eligible NonPublic schools have access to security measures that promote a safe learning environment. This funding is allocated to local public school districts and managed by MOESC. MOESC is responsible for purchasing the security goods and services, on behalf of the public school district, for the NonPublic schools.

Allowable Uses of NonPublic Security Funding:

1. Security Equipment and Infrastructure – Surveillance cameras, access control systems, panic alarms, and secure entryways.
2. Emergency Communication Systems – Two-way radios, intercom systems, and emergency notification technology.
3. School Security Personnel – Funding for security officers or school resource officers (SROs), in accordance with state guidelines.
4. Security Training and Drills – Programs for staff and students on emergency preparedness, threat assessment, and crisis response.
5. Key Regulations:

• Security equipment and services must be secular, neutral, and non-ideological (N.J.S.A. 18A:58-37.9).
• The public school district is responsible for purchasing and implementing security measures based on requests from NonPublic schools (N.J.S.A. 18A:58-37.10).
• Funds must be used for protecting students and school personnel and cannot be used for religious purposes (N.J.S.A. 18A:58-37.9).

This program ensures that NonPublic school students have equitable access to security resources, enhancing their safety while maintaining compliance with state laws.

New Jersey provides NonPublic School Nursing Services funding under N.J.S.A. 18A:40-25, ensuring that students in eligible NonPublic schools have access to necessary health services. This funding is allocated to local public school districts and managed by MOESC. MOESC is responsible for purchasing the nursing goods and services, on behalf of the public school district, for the NonPublic schools.

Allowable Uses of NonPublic Nursing Funding:

1. Nursing Staff Salaries – Compensation for school nurses or other healthcare professionals who provide direct services to students in grades K-12.  MOESC provides these services in a combination of MOESC employees and contracted providers.
2. Health Services and Care – Support for medical examinations, health screenings, first aid, and emergency care.
3. Health Education Programs – Educational materials and workshops on wellness, disease prevention, mental health, and nutrition.
4. Medical Equipment and Supplies – Purchase of basic medical supplies such as first aid kits, medical instruments, and health room equipment.  MOESC provides supplies through procurement with our vendor School Health.
5. Key Regulations:

• Nursing services provided under this program must be secular, neutral, and non-ideological (N.J.S.A. 18A:40-25).
• Public school districts are responsible for providing the required health services, including nursing care, to NonPublic school students (N.J.S.A. 18A:40-25).
• Funds must be used for medical services and health support for students and cannot be used for religious activities (N.J.S.A. 18A:40-25).

Nonpublic schools that receive grant funding administered through MOESC must adhere to specific procurement procedures based on the New Jersey Public School Contracts Law (N.J.S.A. 18A:18A-1 et seq.), which sets forth requirements for purchases exceeding the bid threshold ($44,000 or more) and guidelines for obtaining quotes for smaller purchases (under $44,000).

For purchases of goods and services exceeding $44,000, formal public bidding or an approved cooperative purchasing program is required. An MOESC purchase order will be issued for all purchases.

• Bids must be solicited through public advertising, and the contract must be awarded to the lowest responsible bidder. This ensures competitive pricing and transparency in the procurement process.
• New Jersey has several approved cooperative purchasing programs that allow public entities, including NonPublic schools, to join forces and procure goods and services at competitive prices. These programs streamline the purchasing process and often result in lower costs for participants.

• Quotes for Purchases Between $6,600 and $43,999:
  For purchases between $6,600 and $43,999, three (3) written quotes must be obtained. These quotes must be documented and submitted as part of the procurement process. Schools are encouraged to solicit quotes from a variety of vendors to ensure competitive pricing.  An MOESC Request for Quote (RFQ) Form must be included with all submissions. An MOESC purchase order will be issued for all purchases.

• Purchases Under $6,600:
  For goods and services under $6,600, the procurement process can be less formal. However, it is still recommended that schools obtain at least one quote or proposal to ensure reasonable pricing and avoid conflicts of interest. An MOESC purchase order will be issued for all purchases.
• Vendor Certification: Vendors must provide required certifications as outlined in N.J.S.A. 19:44A-20.13, including the W-9, NJ Business Registration Certificate, and Political Contribution Disclosure Form if applicable.

• After evaluating bids, quotes, or proposals from vendors, MOESC will issue a purchase order with the selected vendor.
• Only MOESC is authorized to issue purchase orders for goods or services funded by NonPublic school grants. NonPublic schools cannot issue their own purchase orders.

• MOESC will not accept invoices directly from vendors for payment unless a corresponding purchase order has been issued by MOESC.
• All procurement activities must be processed through the MOESC purchase order system, which ensures proper documentation, compliance, and tracking.

• NonPublic schools must submit all procurement requests to MOESC for evaluation. Once approved, MOESC will initiate the purchase order process by issuing a purchase order to the selected vendor.
• Once the vendor fulfills the order, MOESC will process payment according to the terms outlined in the purchase order.

• The MOESC purchase order is the only formal document that authorizes the expenditure of grant funds. It must be obtained before any goods or services are ordered.
• NonPublic schools must work with MOESC to ensure:
  1. that all procurement is completed through this official process, and;
  2. compliance with state and federal guidelines.
